Resilencia ante cambios regulatorios

Abstract

[spa] El sector turístico tiene un peso muy importante en la economía balear. Por otra parte, en los últimos años ha habido un desarrollo espectacular de la economía colaborativa. Han aparecido plataformas bilaterales que sirven de intermediarios para la vivienda turística. Con el surgimiento de este tipo de plataformas ha aumentado mucho la oferta de vivienda vacacional, siendo la causa de algunas problemáticas de índole social, fiscal, de infraestructuras… En el mes de julio de 2017 entró en vigor una modificación de la ley turística balear, tratando de paliar las distintas problemáticas causadas por la gran cantidad de oferta de vivienda vacacional. En este trabajo veremos que este cambio regulatorio ha venido acompañado de algunos cambios por parte de los usuarios de estas plataformas, pero no de todos los cambios que los reguladores esperaban.

[eng] The Tourism industry carries a very relevant weight in the Balearic economy. Furthermore, in the recent years there has been a spectacular development of the sharing economy. There have appeared a lot of bilateral platforms that are used as intermediaries for holiday homes. With the emergence of these platforms, the offer of touristic housing has increased a lot. However, it has created a lot of problems too: social, fiscal, infrastructure, etcetera. On July 17th, it entered in force a modification of the Balearic touristic law, in order to mitigate the problems caused by the amount of illegal offer of touristic stays. In this report, we have founded out that the modification of the law had come with a change in the behaviour of the users of these platforms, but not with the ones that the regulators expected.
