[spa] La Amazonía siempre se ha constituido en un gran desafío para los
gobernantes nacionales. Hacer llegar a sus habitantes los beneficios del
progreso ha requerido un esfuerzo casi hercúleo, pues ni siempre está
coronado de éxito. Su gran extensión territorial y las dificultades de acceso
a sus diversas localidades, situadas no sólo en el gran canal del Río
Amazonas y de sus numerosos afluentes, sino también en los millares de
pequeños ríos y arroyos que se esparcen por la gran bacía, imponen
obstáculos desconocidos en otras regiones del país. Por esta razón la
Amazonía ha quedado siempre al margen de muchas de las conquistas ya
alcanzadas y conocidas en otras áreas geográficas de la nación brasileña.
Con relación a la educación, necesidad fundamental de cualquier ser
humano, a aquellas dificultades se suman otras más graves. Los servicios
tradicionales requieren siempre altas inversiones en infraestructura,
transporte y recursos humanos permanentemente entrenados. Estas
inversiones, entretanto, siempre están siendo postergadas y restringidas en
toda orden, razón por la cual la región, principalmente en sus localidades
‘más distantes de las capitales, permanece desatendida en su búsqueda por
mejoras para sus habitantes.
En este escenario es en el que la Universidad Federal de Amazonas, entre
otras tantas que atienden las necesidades de esta región, cumple su papel
como la principal institución pública de enseñanza superior, y que, buscando
responder a las demandas sociales por educación de calidad, cada día más
creciente, toma la decisión de implementar un proyecto que sea capaz de
desarrollar Programas de Formación basadas en las TIC´s a través de un
Campus Virtual.
Sin embargo, esa opción no es una elección por el modismo tecnológico,
sino, por el crecimiento a nivel mundial de la información y de las
comunicaciones en formato digital que trae consigo la necesidad de
introducir las Tecnologías de la Información – TIC en todos niveles de
formación, porque éstas pueden potenciar todo lo que es el tráfico de
información y viabilizar la cooperación interinstitucional e internacional,
incrementando la comunicación con los países más desarrollados,
transformándose en un recurso clave para el acceso y el desarrollo de
sistemas educativos, más actualizados y atractivos para los alumnos y
usuarios.
[eng] The Amazonian area has always been a great challenge to the nacional
government. Making the benefits of progress reach its habitants has required
a supernatural effort, witch is not always succesful. Its large territory and
its difficult access to several locations, not only placed along the Amazon
river and its extensions but also in thousands of small rivers and igarapés1
that are scattered in the great basin, impose obstacles that are unknown by
other parts of our country. Therefore, the Amazonia and, consequently, the
Amazon state are always on the fringes of most reached and known
conquests in other geographic areas of Brazilian nation.
In relation to education, fundamental need for any human being, the
mentioned difficulties are added to more serious ones. The traditional
services request high infrastructure investment, transportation and human
resources in permanent improvement. These investments, however, have
always been postponed and restricted in all levels, reason why the region,
specially in further places from the capitals, remain not properly served on
the search of a life quality improvement for its habitants.
In this context, The Universidade Federal do Amazonas – UFAM, among many
others institutions that attend this region needs, does its bit and, in other
to answer the emergent social demands for qualified education, decides to
apply a project that is capable of develop Formation Programs based in
Information and Communication Technologies -ICTs through a Virtual
Campus.
Without hindrance, this option is not a election due to a technological
fashionism but its due to a information e communication development on
digital formats worldwide that brings with it the necessity to integrate
technologies that permit this new demands, once the ICTs potentialize the
traffic of information and permits the interinstitucional and international
cooperation, improving the communication with more residential countries
and becoming a key resource to he access and development of educational
systems, more actualized and interactive to the students and users.
