Mecanismos causales y políticas basadas en la evidencia

Abstract

[spa] En este trabajo se analiza la relación entre el estudio de los mecanismos causales que subyacen a los fenómenos sociales observables y la elaboración y control de políticas públicas. Para ello, se analizarán casos concretos procedentes de la literatura existente. Este análisis se centrará principalmente en la identificación de los mecanismos causales responsables del éxito o fracaso de la aplicación de políticas públicas en cuatro estudios de casos. Estos ejemplos servirán para evaluar la hipótesis según la cual la investigación de los mecanismos causales (cómo las estructuras sociales, las instituciones y los comportamientos individuales interactúan entre sí), no sólo puede aumentar la eficacia de las políticas públicas ya establecidas, sino también adaptarlas a diferentes condiciones y situaciones, y controlar cómo dichas políticas pueden modificar los efectos a medio y largo plazo.

[eng] This article analyzes the relationship between the study of the causal mechanisms underlying observable social phenomena and development and control public policies. To this end, several specific cases from the existing literature will be analyzed. This analysis will focus mainly on the identification of the causal mechanisms responsible for the failure or success of public policy implementation in four case studies. These examples will serve to evaluate the hypothesis that the investigation of causal mechanisms (how social structures, institutions and individual behaviors interact with each other) can not only increase the effectiveness of already established public policies, but also adapt them to different conditions and situations, and control how these policies will modify their effects in the medium and long term.
