[cat] Tenir un sistema fiscal en condicions és imprescindible per a l’Estat, ja que són
els ingressos fiscals, entre ells els impostos, els que permeten a l’Administració
el seu finançament. És per aquest motiu que des del segle XIX fins als nostres
dies, el sistema fiscal espanyol ha estat sotmès constantment a reformes
fiscals per tal de poder adaptar-se a les necessitats econòmiques que Espanya
ha hagut de fer front al llarg de la seva història. Comín (1996), al parlar de que
és una reforma tributaria considera reforma tributària qualsevol modificació que
es produeix als impostos o a la seva gestió. I destaca que les reformes fiscals
es produeixen quan l’Estat considera que el sistema tributari ha quedat obsolet
o que ja no es recapten els ingressos necessaris i considera que s’ha de dur a
terme una modificació per millorar el finançament de l’Estat. No obstant,
concreta que és imprescindible poder polític i voluntat perquè les reformes es
duguin a terme i des de que es dugué a terme la unificació del sistema fiscal
espanyol al 1845, a Espanya les reformes no han estat escasses, més bé el
contrari.

system has constantly undergone fiscal reforms in order to adapt to the

(1996), when speaking about what a a tax reform is, considers it any change
that occurs concerning taxes or their management. He also stresses that tax
reforms occur when the state considers that the tax system is obsolete and the
revenue needed is no longer collected, and he considers that a modification
must be carried out to improve the financing of the state. However, he
summarizes that political power and goodwill are essential for reforms to be
carried out, and since the unification of the Spanish tax system was carried out
in 1845, the reforms in Spain haven't been scarce, rather the opposite.
