La utilización de tributos como instrumento para la gestión de espacios turísticos congestionados

[spa] En el ámbito del turismo existe controversia sobre cuál debería ser el nivel de saturación que puede soportar un lugar determinado sin que se vea afectada la experiencia del visitante. El objetivo de este trabajo es analizar la necesidad de aplicar una tasa pública para gestionar y controlar el exceso de uso que pueda sufrir un Bien de Interés Cultural como puede ser el museo de Raixa. Para poder llevar a cabo el análisis, con la ayuda de datos estadísticos de los últimos años, se aplican modelos predictivos basados en la estacionalidad. Teniendo en cuenta también el presupuesto de gastos que establece el Govern para Raixa en 2019 se puede conocer el nivel de aportación que puede suponer la recaudación del tributo al gasto total y sacar unas conclusiones para determinar si conviene aplicarla o no.

[eng] In tourism, there is controversy over the level of saturation a site should be able to withstand without affecting visitors’ experience. The aim of this project is to analyse the need to apply a public tax in order to manage and control the excess of use that an Asset of Cultural Interest, such as the Raixa Museum, may suffer. In order to be able to carry out the analysis, with the help of statistical data from recent years, predictive models based on seasonality are applied. Also, the expenditure budget established by the Government for Raixa in 2019, allows to know the level of contribution that the collection of the tribute to the total expense can suppose if it is applied and to draw some conclusions to determine if it is convenient to apply it or not.
