Influence of tourism road transport on the generation of externalities: a case study for the Balearic Islands

[eng] Despite the awareness of the growing trends shown by the main indicators of tourism the necessary task of measuring its impacts has not been easy due to the lack of an accepted definition of a “tourism industry”. Although the challenge of measuring the impacts of tourism has been overcome through the use of instruments like Tourism Satellite Accounts (TSAs) and General Equilibrium Models, the consideration of other types of social and environmental impacts has been left out in this sort of analyses. Such other impacts include negative externalities, and the transportation of passengers around travel destinations has stood out for being an important source of such externalities. Recently, some methodologies to measure the external costs of tourism have emerged but their main conclusions have been drawn from a partial perspective through the analysis of some of the main economic sectors that are related to tourism. This brings about the need to assign the tourism sector as a whole its responsibility in the generation of externalities. Bearing this in mind, the present thesis has the objective of assessing the impact of tourism on three different road transport externalities (accidents, congestion and air pollution), taking the case study of the Balearic Islands (Spain). Such task is undertaken through the possibility to link the generation of external costs with a quantitative population measure capable of reflecting the seasonal fluctuations of tourism.

[cat] Malgrat la consciència sobre les tendències de creixement mostrades pels principals indicadors del turisme, la necessària tasca de mesurar el seu impacte no ha estat fàcil degut a la falta d'una definició acceptada del que es considera "indústria turística". Encara que el repte de mesurar els impactes del turisme ha estat superat mitjançant l'ús d'instruments com els comptes satèl•lit del turisme (CST) i els models d'equilibri general, la consideració d'altres tipus d'impactes socials i ambientals ha quedat fora d’aquest tipus d'anàlisi. Dins d’aquest impactes s’inclouen les externalitats negatives del turisme, i el transport de passatgers a les destinacions ha destacat per ser una font important d'aquestes externalitats. Recentment, han sorgit algunes metodologies per mesurar els costos externs del turisme, però les seves principals conclusions s'han dut a terme des d'una perspectiva parcial a través de l'anàlisi d'alguns dels principals sectors econòmics que estan relacionats amb el turisme. D’aquesta manera, es palesa la necessitat d'assignar al sector turístic, en el seu conjunt, la responsabilitat en la generació d'externalitats. Es per això que la present tesi té com a objectiu principal avaluar l'impacte del turisme sobre tres diferents externalitats del transport per carretera més rellevants (accidents, congestió i contaminació de l'aire), prenent com a cas d’estudi les Illes Balears (Espanya). Aquesta tasca es du a terme mitjançant la possibilitat de vincular la generació dels costos externs amb una mesura quantitativa de la població, capaç de reflectir així les fluctuacions estacionals del turisme.
