En aquest sentit, els governs haurien d’incloure a totes les persones, sense importar la seva condició, en els plans nacionals de prestació de serveis públics, ja que l’atenció que es dona a aquestes persones és força important per a la millora de les seves condicions de vida i aconseguir una vertadera inclusió social.
