Anàlisi interna i externa d’aspectes positius i negatius de la Secció Territorial i Equip de Primera Valoració i Urgències del Servei d’Infància i Família (IMAS)

Abstract

[cat] El paper de l’infant i adolescent des de segles passats ha presentat una evolució significativa favorable gràcies a l’aprovació de la Declaració dels Drets del Nin de 1959 en la que es permetrà al menor desenvolupar-se de manera correcta dintre de la societat amb uns drets i deures sense que es vulneri el seu benestar. Aquesta evolució també és possible gràcies als professionals que treballen en aquest àmbit social que treballaran per evitar situacions de debilitat dintre dels àmbits familiars. Aquest estudi de caràcter qualitatiu té com a objectiu realitzar una investigació d’aquesta evolució tant a escala social com a jurídic, quines són les situacions de desprotecció en les que es poden trobar aquests menors, quin perfil té el professional que treballa en aquesta àrea i de quina manera intervé en aquests casos. A més, també es reflecteixen les principals mancances que presenten els professionals de la Secció Territorial i l’Equip de Primera Valoració i d’Urgències del Servei d’Infància i Família de l’institut Mallorquí d’Afers Socials i com aquestes poden afectar a l’hora d’intervenir. Per això, s’ha elaborat una anàlisi DAFO a escala interna i externa del servei per conèixer els aspectes positius i negatius que consideren els professionals on els resultats pareixen indicar majoritàriament que estan descontents amb l’organització del servei per la sobrecàrrega de treball, manca d’espais, afectació a la salut mental i la burocràcia. Per això, també es mostren algunes propostes perquè hi hagi una millora en aquests aspectes.

[eng] The role of the child and adolescent since past centuries has presented a significant favorable evolution thanks to the adoption of the Declaration of the Rights of the Child in 1959, which will allow the child to develop properly within society with rights and duties without violating his or her welfare. This evolution is also possible thanks to the professionals working in this social field who will work to avoid situations of weakness within the family environment. This qualitative study aims to carry out an investigation of this evolution both on a social and legal scale, what are the situations of lack of protection in which these minors may find themselves, what is the profile of the professional working in this area and how he/she intervenes in these cases. In addition, it also reflects the main shortcomings of the professionals of the Territorial Section and the First Assessment and Emergency Team of the Childhood and Family Service of the Institute of Social Affairs of Majorca and how these may affect when intervening. For this reason, a SWOT analysis has been made internally and externally of the service to know the positive and negative aspects considered by the professionals where the results seem to indicate that they are mostly dissatisfied with the organization of the service due to the work overload, lack of space, affectation to mental health and bureaucracy. For this reason, some proposals are also made to improve these aspects.
