El impuesto sobre estancias turísticas en las Islas Baleares

[spa] En el presente trabajo se ha elaborado una búsqueda bibliográfica sobre la problemática que representa el turismo de masas en las Islas Baleares y las numerosas soluciones que se han aplicado a lo largo de los años, como es la implantación del impuesto sobre estancias turísticas. Las Islas Baleares, al ser un archipiélago donde los recursos naturales son escasos y, por lo tanto, la aglomeración de turistas supone una grave problemática, la administración pública decidió imponer un impuesto sobre estancias turísticas donde cada turista debía pagar una cierta cantidad de dinero dependiendo del tipo de pernoctación, tiempo de la estancia, edad, entre otros factores. Este impuesto, a pesar de ser pionero en las Islas Baleares, también se propagó en Cataluña y gran parte de Europa, teniendo como objetivo principal y común crear un turismo sostenible e invertir en el territorio y en la sociedad autóctona. Así pues, en este trabajo se explica el marco histórico del impuesto sobre estancias turísticas, características, cómo se gestiona, diferencias entre las Islas Baleares y Cataluña, y otros países europeos.

[eng] In the present work, a bibliographic search has been carried out on the problems represented by mass tourism in the Balearic Islands and the numerous solutions that have been applied over the years, such as the implementation of the rate on tourist accommodation. The Balearic Islands being an archipelago where natural resources are scarce and therefore the agglomeration of tourists is a serious problem, the public administration decided to impose a rate on tourist stays where each tourist had to pay a certain amount of money depending on the type of overnight stay, length of stay, age, among other factors. Despite being a pioneer in the Balearic Islands, this rate also spread to Catalonia and a large part of Europe with the main and common objective of creating sustainable tourism and investing in the territory and in the native society. Thus, this paper explains the historical framework of the rate on tourist stays, characteristics, how it is managed, differences between the Balearic Islands and Catalonia, and other European countries.
