Un major control de l’ordre públic durant el regnat de Carles III: la figura del batle de barri

[cat] El fracàs total o parcial a Espanya d’algunes de les primeres reformes il·lustrades durant els inicis del regnat de Carles III donaren pas a tot un conjunt de motins –conegut a Madrid com el motí de Squillace– que l’any 1766 s’escamparen per diversos indrets de la península. Davant la por a que el poder reial pogués tornar a ser amenaçat, es materialitzà la creació de tot un conjunt d’institucions i càrrecs públics per a oferir un major control de l’ordre públic. D’aquí sorgí la figura que serà l’objecte principal d’estudi d’aquest treball, el batle de barri. Analitzarem els orígens i els antecedents d’aquest càrrec, les seves funcions i obligacions municipals, la seva difusió més enllà de Madrid i la seva arribada als territoris hispanoamericans.

[eng] Partial or total failures in Spain of some of the first illustrated reforms during the first years of Charles III reign, gave away a set of riots –known in Madrid as the Squillace riot– which in 1766 spread out through various places in the peninsula. In order to protect the royal power, a set of institutions and public positions to exert control over public order were stablished. Subsequently, and as a result of the unrest, emerged the principal figure that will be subject of study in this work; the neighbourhood mayor. We will look into the origins and background of this position, its civic duties and obligations, as well as its expansion beyond Madrid and its arrival to hispanoamerican territory.
