Situación y requisitos para la implementación de distritos sostenibles en la región de América Latina y el Caribe

[spa] La implementación de un Distrito de Energía Positiva (PED) en América Latina y el Caribe (ALyC) requiere la caracterización de la situación actual, la identificación de los factores determinantes, el conocimiento de experiencias y el conocimiento de los mecanismos disponibles para su análisis, seguimiento y replicación. Este proceso implica una formación de los actores involucrados en todos los sectores y niveles. Con este fin, el CIEMAT y la AECID han desarrollado una actividad para contextualizar la situación energética y ambiental de la región, identificando los retos necesarios para definir un PED. El estudio del proceso de transformación de cuatro casos ubicados en tres países ha permitido identificar los principales desafíos y factores contextuales, entre los que se observan requisitos de gran importancia para el futuro de la región como la resolución de conflictos, reducción de desigualdades, accesibilidad y seguridad energética, mayores oportunidades laborales, aprovechamiento de los recursos naturales locales, viabilidad económica, modelos de gobierno inclusivos y participativos o mayor formación y capacitación.

[eng] The implementation of a Positive Energy District (PED) in Latin America and Caribbean (LAC) requires the characterization of the current situation, identification of contextual factors, knowledge of experiences, and knowledge of the mechanisms available for its analysis, monitoring and replication. This process implies the training of stakeholders at all sectors and levels. To this end, the CIEMAT and the AECID have developed an activity to contextualize the energy and environmental situation in the region, identifying the challenges necessary to define a PED. In this context, the transformation process of four cases located in three countries of the region has been studied, whose detailed study allows identifying its main challenges and contextual factors. In them, some requirements of vital importance for the future of the region are observed, such as the resolution of conflicts, reduction of inequalities, accessibility and energy security, greater job opportunities, efficient measures that take advantage of local natural resources, economic viability, inclusive and participatory government or greater education and training.
